This policy normall applies to new songwriters that sign-up and never upload a song.
If a songwriters account is not used after sign-up for a period of 21 days, we assume the songwriter has no intention of using it for sync licensing opportunities.
Since these accounts use memory and disk space, we will remove the account and free-up the unused resources.
